[Feature]: Transfer from Savings should implicitly boost when waiting on unconfirmed inputs

Describe the problem

When I transfer funds from my savings to spending I want the funds available to spend ASAP.

Currently, if the selected input is unconfirmed due to its tx having a fee rate below market then the effective fee rate of my funding tx for the new LN connection is likely too low, resulting in me needing to leave my app open longer than necessary to establish the LN connection.

Describe the solution

For a new LN connection, I want the initial tx's fee rate to consider ancestors so that the effective fee rate is applied so I can use my spending balance ASAP.

Additional context

Benefits: Better UX, less total number of txs for urgency.

Drawbacks: Increased fee cost that may not be necessary when market fee rate is soon to drop.
