[Bug]: "Use biometrics instead" option doesn't require biometrics verification

Describe the bug

When enabling PIN there is an option to Use Biometrics, if enabled you are required to verify with biometrics (good). When toggling biometrics off you can use either biometrics or pin to disable (good). When toggling biometrics back on you only need the pin (bad). At the least, this is inconsistent. It should always be required to verify biometrics in order to enable biometrics.

Reproduce

1. Go to Security and Priciprivacy settings
2. Click on PIN Code to enable
3. Enter valid new pin in twice
4. Leave biometrics off
5. Toggle biometrics on from the settings screen by tapping "Use Biometrics instead"
6. Observe only the PIN is required to enable, not biometrics as well.
