[Bug]: Unable to send max amount via Lightning

Describe the bug

When trying to send all available spending balance funds most of the times there will be payment routing issues. This is due to not leaving sats for the routing fee.

Reproduce

  1. Have spending balance
  2. Click on 'Send'
  3. Paste invoice
  4. Click on 'Max'
  5. Continue flow
  6. See error

Partially addressed here.

This was also discussed in the most recent Sprint meeting. It is currently blocked from a full fix until we add probing to lightning payments so we can more accurately estimate the transaction/routing fee.

Easy fix: Increase half rserv (or maybe 100).

Reopening this since there was only a quickfix applied here. Long term we would still want to probe to get an accurate estimation of the fee.
