Pluto - Resize - Allow Drag Out from Collapsed State

VSCode allows you to drag a toolbar out from the nav edge when hidden. In Synnax we currently allow the user to drag to close, but not drag to open. I'd like the ability to drag to open.

This probably requires some minor refactoring in terms of how we manage the active item state in the Nav.Drawer component as well as the layout feature slice.
