allow ramps and steps for packet rate

I did this a long time ago for mudos, but basically the idea is allow the user to specify variable packet rates over time. ie:

  1. 5sec @ 5kpps
  2. and then ramp to 40kpps over 10 sec
  3. and then hold for 1 min
  4. and then ramp down to 0pps over 30sec.
