How to install as an engine on Windows 10?

Hello. I want a third-party application to use a voice other than the default available on Windows 10. I'm googling this stuff but can't figure out a way to install anything. Only the frameworks and docker containers. But I need to install it into Windows so the application would give me a choise to use it.

I second this request. Is it even possible to have these open source tts engines available as a system-wide tts default option?
