The "Reopen, move to Done" process does not work when closed outside of PR

This issue: https://github.com/syndesisio/syndesis/issues/3857 should have been reopened, moved to done and be verified by QE, but it appears the bot kicks in only when an issue is closed from a pull request, not when it's closed directly.

When issue are closed manually, but require verification, they need to be moved to Done manually, rather than closing. I think the bot cannot help much here, because it cannot tell apart if the issue was closed as in closed - fixed or closed as in closed - closed. Does it make sense?
