Check for JetStream enabled on node start

Observed behavior

If you try to start a node with a nats-server that doesnt have JetStream enabled, the errors are very cryptic and led to a bunch of painful troubleshooting

Expected behavior

If you start a nex node, verify the nats server has JetStream enabled and error gracefully if now
