Better error handling

Right now if there is an error (for example, an invalid use of the API), it just raises an exception and doesn't post anything, except for a few code paths where it checks for errors and posts a comment. So the user experience is that the bot just does nothing (the error is logged, but only admins in Heroku can see those).

It should check for errors almost everywhere and try to post a comment if it can.
