Section fields duplicator reordering does not persist on save

Some additional comments just sent in by Stephen Bau:

"Not sure what the intended behaviour is for the section fields in the Configuration view, but it appears to be possible to reorder the fields. This probably works the first time the section is saved, but it does not work for any subsequent changes to the order.

The Layout view is used for reordering and arranging the fields into a layout configuration, so it might be confusing to have the ability to reorder these fields in the Configuration view, especially if it doesn't have any actual effect.

So, should reordering be conditional, based on whether the section has been saved or not?"
