Feature request: Generate CloudFormation for metrics filters

lambda-metrics looks like a great solution for custom metrics in Lambda, thanks for this!

One small suggestion: Many teams deploy project infrastructure via CloudFormation, so generating CFN template for metrics filters instead of creating them at build time would probably fit better into many workflows (and integrate better with SAM).
