Sympa behaviour when database is down

Expected behavior

There is any option or configuration that could enable sympa to queue incoming email or bounce back to the sender in the event that the database is down.

Actual behavior

Sympa assumes that the list is empty.

Steps to reproduce

When the database server has an outage, any message is delivered to Sympa.
