It is possible to get rt.cpan.org to redirect users to GitHub, by providing the correct metadata in the module, and it is also possible to disable the issues feature on GitHub. Another solution is to just leave this issue open as a pointer. I'm going to create a bug report on rt.cpan.org pointing here too.
