Better error when using global encore executable

See #31. It's currently illegal to install Encore globally. We should do our best to give a clear error when this happens.

Unfortunately, npm has a preferGlobal setting to display a warning when installing the package locally (not always displayed though due to extra conditions), but not the opposite.
