Not able to resize wallet window on Windows 10

What is the current behavior?

On Windows 10 LTSC it's not possible to resize up wallet window. It's only possible to make it fullscreen.

How have you changed the behavior?

There should be an option to resize the wallet window.

Issue reported by Kratos#4580 (Discord). At this moment I'm unable to verify this Windows version.
