This PR proposes a resolution to #15589. There are 2 parts to this PR:

  • [X] Convert README.md to README.org
  • [ ] Organise the contents of the README file

Convert README.md to README.org

The `translated' README file can be viewed here. The only difference that I can notice is how keybindings are displayed on GitHub and Spacemacs. The Markdown file has a nicer face for keybinds on GitHub and the Org file has a nicer face for keybinds on Spacemacs, naturally.

Resolves #15589
