We've been using a pod to use a psql client to connect, this implements a port-forward that can be used by the tests to connect locally to the pod clusters...

Files moved into package to avoid circular imports and start removing the abusive use of the `env` package inside the utils package that it's not env and not even utils....

chore(e2e): split the forward connection from the psql connection

In the future we want to use the forward connection capabilities in other packages like MinIO, we should just split this to have it available everywhere. Closes #5880

docs(chore): add permissions required by kubectl CNPG plugin

We aim to document every permission required by every command in the CNPG plugin, this to let users assign specific permissions for specific tasks to be handled by the users....

tests(chore): remove unused logs in tests

With the latest changes we added a global way to capture the logs, this call to functions it's not needed anymore since we're already capturing the cluster logs. Closes https://github.com/cloudnative-pg/cloudnative-pg/issues/5847
