there is an [issue ](https://github.com/mdolab/pyoptsparse/issues/408) on the `pyoptsparse` repo to address NumPy 2.0 compatibility

This should have been closed when marked as done. WP is currently up to date at v6.5.4

SciPy 1.13.0 has been [released](https://github.com/scipy/scipy/releases/tag/v1.13.0) and this test is still failing.
