[bug]: Disabled textarea should be scrollable

🐞 Describe the bug

Disabled textarea is not scrollable in Chrome.

🛠️ To Reproduce

Steps to reproduce the behavior:

  1. Go to Design System Docs https://design-system.post.ch/?path=/docs/152b7268-cce0-43d7-b931-41a57370f9a0--docs
  2. Enter a lot of content/rows
  3. Disable the textarea
  4. It's not scrollable

Disabled textareas should be scrollable by default: https://codepen.io/pen/?editors=1010
