I'm not sure what you're referring to, these CI presets don't enable building the Android stdlib or have the NDK installed to do it.
Oh, I see, you are downloading the toolchain built by these CI runs, then building the Android stdlib locally using the NDK. Got what you're doing now, after reading your comment in #72161.
