Server for GPG keys randomly produces compressed files, sometimes.

The result is that Linux CI jobs that use Swift very commonly fail, seemingly at random. Please see https://github.com/swift-actions/setup-swift/issues/591#issuecomment-1685362408 for more details. We think it's a server mis-configuration problem. /cc @shahmishal

Today my repro for this is 10/10. CI for my project is failing because of this issue.
