ATC chat windows only opened when not tuned to frequency

ATC Page: when selecting an ATCO from the list and then "Show text messages" from the context menu, a private chat window will only be opened for ATCOs whose frequencies are NOT set active. If you select this option for an ATCO who you are also tuned to, you will end up on his public frequency text channel.

Experienced on swift 0.9.6.63 Release build
