Issues tuning some 8.33 kHz frequencies

From FS9 user report:

  • Tuning 130.235 fails as swift automatically resets to 130.230
  • Tuning 132.910 and 132.900 is working
  • Tuning 132.905 does not work as swift falls back to 132.900

The FS9 implementation employs a different approach in handling the tuning of 8.33 frequencies compared to fsxcommon.
