Sure. It looks like the best place to add the test is to expand [`test.TestReadWrite.testSlice()`](https://github.com/esheldon/fitsio/blob/master/fitsio/test.py#L2326) to cover the empty slice case. I'll put it there unless you say otherwise.
I needed to do this to get the docker container to build - is there a reason not to merge this into `master`?
