Sweep: Agent-agnostic rules file

Details

I'm trying to expand the usage of AI code assistants in my team, but each member prefers a different agent/IDE/CLI, what is totally fine. The issue begins when we start to find a ton of .md files to store rules and guidelines. Some agents recognizes other agent's rule files, but it is not consistent, even with Sweep.

For me, in the perfect scenario Sweep would accept a custom config specifying which file to use to store rules and guidelines.
