JscTarget in wasm-web.d.ts (@swc/wasm-web - 1.7.18) is still outdated after #9469

Describe the bug

In #9442, I reported the problem of outdated JscTarget in wasm-web.d.ts. It's supposed to be fixed by #9469. When I check the changelog at https://github.com/swc-project/swc/blob/faec8c134d950d10a9f2dce0e5680d9230f87ceb/CHANGELOG.md, #9469 was included in v1.7.17. However, when I use v1.7.18, JscTarget is still outdated.
