Per bindsym repeat rate/delay

• Description: Repeat rate/delay being configurable per bindsym is opened up by the use of the Wayland protocol, and would have to be handled by sway

My usecase is simple, I use an extremely high repeat rate on a delay, this is rather uncomfortable for some binds, such as volume control, which you'd want to have a continuous repeat (almost no delay and a much lower rate) for example.
