[Feature Request] - Storage Optimization & Plot Substitution

Having multiple 4TB HDDs I get a "full" drive all from 35 to 37 plots (98 to 99.8% of used space), as plots vary slightly in size. 2 plots might not seem much but when you have lots of HDDs, having the plots correctly distributed among all might find space for many other plots, so my suggestion is to have a "optimize plots" (boolean on config maybe?) mode that would move plots around among destination drives to achieve always the best possible storage with the plots you already have and the newly created ones.

Also, as pools are coming soon, we will need to replot at some point, so a "replace old plots" mode which, when set, would delete an old plot and plot a new one in its place, so we could keep solo mining old plots as we slowly replace those with pool ones. It could be a boolean also and have a second parameter telling how many plots you want to substitute at once.

I've thought about this some too, taking https://plot-plan.chia.foxypool.io/ as an inspiration. Would be nice to have a "smart" mode where it can decide on the k to use to fully utilize the disk.

+1 for reploting feature, pools are coming a we need to create new plots while farming on old is on.

I can try implement this functionality, but would be fine to consult this with main dev
