does validator-badge app serve its own swagger-ui.html?

I was looking for documentation on the endpoint for POST and found it by examining code.

I believe it does not. Ironically (and it is ironic), we don't really expose a proper API with the validator. As part of the work on OAS 3 support, we're also planning on exposing a significantly better API for the validator, which would hopefully make more sense to expose with the UI as well.
