Issue #1237: Correct Swagger version after Swagger conversion to v3

This PR does the following:

  • Adds a test to check that the OpenAPI version of the OpenAPI returned by the SwaggerConverter is the original Swagger version
  • Propagates the Swagger version to the OpenAPI version in the SwaggerConverter

Still waiting for review or comments on this PR. I'm not sure if this is still a problem now after +1 year. I deleted my fork by error, so it's a merge or close for me I think :(
