[Suggestion] Bookcases should use #c:books & allow tags in their config

Currently, the game crashes on startup if you attempt to add a tag to the allowed books config. I believe #c:books should be allowed in bookshelves by default to help with things like guidebooks. A good example of this is the guidebooks in Tinkers' Construct.
