You broke test_python.yaml you foo

It was indicated to me that this project is failing to install on RTD because #205 was taking too long.

The powershell expressions were all broken and I tried to use https://github.com/marketplace/actions/doxygen-install but apparently I just ended up breaking everything instead of paying attention.

Fix it ... just, well, tbh i don't have patience to deal with this nonsense right now.
