docs: French version
This showcases the work that was done translating the Kit docs to french.
The intention of this PR is not to ever be merged, but rather to provide references for people who want to translate the docs to their own language, based on this work.
We hope it's fine to keep this PR open as a draft.
You can find the deployed site at this address: https://kit.sveltefr.dev/ (work still in progress).

Merging this PR will not cause a version bump for any packages. If these changes should not result in a new version, you're good to go. If these changes should result in a version bump, you need to add a changeset.

Thanks for all the work you've done putting together https://sveltefr.dev/!
I'll leave this open for the time being, but I'd really like to keep a clean PR queue, so I'm not sure that just leaving this here is going to be a long-term solution.
I think the ideal solution would be for us to extract the strings out that need to be translated so that rather than referencing this PR folks can more easily see where the strings needing to be translated live. I don't know if there's some most popular file format for translations that we should use on the SvelteKit site. I've seen ICU used a lot.
I appreciate all your work on this. We're going to be restructuring the sites with an eye towards making things easier to translate. As part of that, it's likely that the docs will be moving out of this repository into a new one. Thus, this PR will end up going stale, so I'm going to go ahead and close it.
