Enancement: Unable to Manually Upload when "Upload on save" setting disabled

As a user I would like to manually (via keyboard shortcut or menu context) upload a file to the server. Currently there is no way to upload a file besides setting activating the "Upload on save" setting.

This is especially helpful when working on files which need to compile (such as Sass files which need to be compiled to CSS), and are not needed on the remote host.
