converting old sc numbers to new bilara numbers

The old parallels.json was very outdated. It still used the old sc paragraph numbers to refer to parallels and these numbers were deleted from SuttaCentral 3 years ago. So for instance the number "dn16#104-#106" has now become "dn16#2.21.1-#2.25.1".
