Points for internationalization

I'm thinking we should have a Chief Internationalization Officer (CIO). Basically a volunteer who will help manage internationalization changes, and help solicit volunteers to extend the internationalization effort.

Following this proposal, I am starting this issue where we can collect whatever i18n problems we see on the website.

For a start:

  • Add new settings "scroll for toolbar", "fixed toolbar", and "toolbar at top" to the interface page in Bilara, so that the terms can be translated
