Capture changes to Kepler Operator for introducing Machine Spec in Kepler

Kepler is getting updated to provide node spec to the model server for model selection. Below PR capture changes in kepler . https://github.com/sustainable-computing-io/kepler/pull/1684

There are some corresponding changes required in kepler-operator. This issue captures the changes required in kepler-operator
