arm64 support

Support the ARM64 oc utility. The code is just and example tested on my arm64 laboratory

@lucab85 , thank you for the PR. Some how I missed the notification about the PR. I see that the PR replaces oc instead of verifying the underlying architecture and installing the right OC version. Would you mind fixing that?
