enable dep-bot to benefits from action version bump up

like https://github.com/sustainable-computing-io/kepler/commit/8c6c8b9dd6272902edd46f28b5d1ad92337de5c6 dep-bot will help us make auto version bump up for kepler-action. hence we'd better enable dep-bot for this repo.
