Add Catalan (ca) localization support

Adds Catalan language support to Survey Creator by introducing a new translation dictionary (catalan.ts) and registering it in the i18n module. Users can now set editorLocalization.currentLocale = "ca" to display the Survey Creator UI in Catalan.
