move speaker list to its own file for easier merging / PRs; add lhagemann to speaker list

move the 'Talkers' section into it's own file; this makes it easy to submit pull requests to @sursh without concern over modifications to README or talk pages (or any added pages). This allows for a unified speaker list which can grow, but allows forks to have their own personalization to the repo.
