Added the Section illustrating how to use GTSRB dataset using Hub library with a single line of code.

Hi Uday, This change doesn't seem to be directly related to the project. I can merge the PR if you also add a Jupyter notebook that demonstrates training a network with this dataset that shows comparable or better results to the existing method.
