Run the tests on GitHubActions

This adds GitHubActions to run the tests to make sure they pass on all platforms.

For example, as I mentioned in #6, I can't run the tests on Windows.

I wanna land this, but haven’t looked into GitHub actions at all. I hope I can get around to this soon!

#8 should be merged first because it fixes a bug on Windows.
