center is shifted in terms of tile

In the latest master, I have added a marker in the center. If you use selector in develop tools, you can figure out this marker is never in the tile...

I'm not sure whether this is because #3. But it appears after fixing #12.

same with #12, when dragging the map down side, the latitude of center should increase rather than decrease.

In general, all the maps are using coordinate system called WGS84. However, in China, we have some specific policies: all the map has to be encrypted by another coordinate system...
