建议抛弃RTT的串口框架

跟随串口框架把简单的问题复杂化了，又是v1，又是v2的； 其实就是简单的实现一个字符类型的rt_device就可以了； 写数据添加上Stream功能就可以了； 收到数据发送一个通知即可；
