Make the UpdateLock methods on Svc.SM.UI.ElementWdw public

Description

The required methods are QuitSMUpdateLock(), QuitSMAUpdateLock(), EnterSMAUpdateLock(), EnterSMUpdateLock().

Motivation

It would be useful to freeze the UI while using GenerateCloze and adding the cloze hint for Naess' cloze hinter idea.
