There is definitely work to be done.
For bolt behavior you say I don't know it's that big of a deal. The reason being we have the daemon auto quit. Are clients really checking in often enough...
Or maybe just when there is a get devices or get updates call the daemon does the ping _then_?
I reproduced it with fwupdmgr. I don't think this is a KDE bug. 
Possible theory - are there multiple packages on lvfs-testing / stable that have different _mixes_ of versions?
If so - try moving /removing all the but intended one and let's see what happens.
If it's for the left, IMO you should probably title it accordingly. For example: "Legion Go2 Left controller"
Can you check if these happen in venv too?
I'm guessing this is a regression from the fix to https://github.com/fwupd/fwupd/issues/9356
Are you saying it's a problem with this command indicating reboot needed or with the update not applying?
