Wd19 does a delayed update. You can trigger it by either unplugging the dock or running the command suggested above.
When you say unplugged dock did you mean from wall or laptop? I meant laptop. CC @CragW

I just happened to try to update a WD22 and reproduced this exact same issue with https://github.com/fwupd/fwupd/commit/5fe5a9e685f62763a610a16dfb15a5edc9e1b67b [activation.txt](https://github.com/user-attachments/files/17547593/activation.txt) At least in this case it seems to be from the USB4...
Yeah so the message is coming from ``` fu_device_add_private_flag(FU_DEVICE(self), FU_DEVICE_PRIVATE_FLAG_INHERIT_ACTIVATION); ``` But it seems like the intel-usb4 plugin is totally not working.

From what @pma1 said it still sounds like it's not doing it properly because turning off in BIOS fwupd still shows enabled...
