Anyone affected by this can you check two things: 1. Is 6.9.1 affected? 2. If 6.9.1 isn't affected it's probably an incomplete backport. It's best to bisect 6.6.30 to 6.6.31...

Could this be tied to your other issue of CoD vs UpdateCapsule() RT service? If you disable Capsule on Disk (see https://fwupd.github.io/libfwupdplugin/fwupd.conf.html#uefi_capsule-parameters) does that help?
1.9.16 that makes sense - it matches what we do from https://github.com/fwupd/fwupd/commit/16ad8a9d57f0ec14befb527c412731e835724248 1.9.5, what version of libxmlb and libjcat do you have compiled against?
