Supergiant needs to configure some sort of load balancer for OpenStack (in the same way it configures ELB in AWS).

Tagging this issue as a 2.1 release. Will also close any duplicate issues under this. SG needs to be able to provision non-cloud specific load balancers as part of the cluster creation process.
